It refers to enterprises that have been registered in China (excluding Hong Kong, Macao and Taiwan) for more than one year within the "National Key Supported High-tech Fields", have continued to carry out research and development and transformation of technological achievements, formed the core independent intellectual property rights of the enterprise and carried out business activities on this basis.

The ratio of scientific and technological personnel engaged in R&D and related technological innovation activities in an enterprise to the total number of employees of the enterprise for the year shall not be less than 10%.

National Science and Technology-based Enterprises

The group of small and medium-sized enterprises engaged in the research and development, production, and service of high-tech products plays an important role in enhancing technological innovation capabilities, supporting sustainable economic development, and expanding social employment. Small and medium-sized enterprises that rely on a certain number of scientific and technological personnel to engage in scientific and technological research and development activities, obtain independent intellectual property rights, and transform them into high-tech products or services, thereby achieving sustainable development.
Having a recognized research and development institution at or above the provincial and ministerial level, the enterprise is required to have not experienced major safety or quality accidents, serious environmental violations, or serious scientific research dishonesty, and the enterprise is not included in the list of abnormal business operations or serious illegal and dishonest enterprises. The evaluation criteria for scientific and technological personnel, R&D investment, and scientific and technological achievements are met.

Zhejiang Province Science and Technology-based Enterprises

Enterprises must possess independent intellectual property rights, proprietary technology or advanced knowledge, including patents (applications or authorizations), standards, trademarks, recognized scientific and technological achievements, etc. In addition, the proportion of scientific and technological personnel engaged in research and development and related technical activities in enterprises shall not be less than 10% of the total number of employees in the current year. Should possess a strong sense of innovation, have a certain amount of funding for technological innovation, and have the ability to continuously carry out technological innovation activities. The enterprise has not experienced any major safety or quality accidents in the previous year or the current year, and has not engaged in serious environmental violations or dishonest behavior.

Ningbo Innovative Enterprises

Enterprises need to have certain innovation capabilities and have obtained national or provincial science and technology award certificates in the past 3 years. The six indicators of innovation ability, growth potential, and specialization meet the specified requirements.
The enterprise has not been included in the list of abnormal business operations or serious dishonest entities, and has not had any major safety (including network security, data security), quality, environmental pollution, or illegal or irregular behaviors such as tax evasion in the past three years.
